appropriations committees to use the current budget surplus in the Pell Grant program to once again make Pell Grants available to students on a year-round basis. Issued on March 16, 2017, the letter highlighted the strong, bipartisan support for such a move, which would enhance the ability of students to persist to degree completion as well as to improve their time to degree.

EDUCAUSE Comments: Federal Student Aid’s Safeguards Rule Audit Requirement

On March 29, 2017, EDUCAUSE joined the National Association of College and University Business Officers (NACUBO), the Council on Governmental Relations (COGR), and the National Association of Student Financial Aid Administrators (NASFAA) in asking the federal Office of Management and Budget (OMB) to delay and/or rewrite a “federal single audit” requirement proposed by the Federal Student Aid (FSA) division of the U.S. Department of Education.

EDUCAUSE Comments: Engaging with DHS on Immigration Executive Order

EDUCAUSE joined 46 other higher education associations, including the major college and university presidential associations, in signing a letter to the U.S. Secretary of Homeland Security about the January 2017 Trump Administration executive order on immigration.

EDUCAUSE Comments: Higher Ed Letter Challenges FCC Net Neutrality Order

) Throughout the Federal Communications Commission (FCC) 2017 net neutrality rule-making process, EDUCAUSE has served as a central member of a higher education coalition working to preserve net neutrality. The December 2017 FCC order unfortunately eviscerates not just the net neutrality rules in place since 2015; it also abdicates any real role for the FCC in addressing net neutrality in favor of “transparency,” “market competition,” and anti-trust enforcement.

EDUCAUSE Comments: FSA Strategic Plan, 2020-24 (Draft)

The Office of Federal Student Aid (FSA) at the U.S. Department of Education (ED) recently invited public comments on its draft strategic plan for 2020 through 2024. As NACUBO notes, the change in question creates significant difficulties for administrative systems and reporting processes at many colleges and universities, severely constraining their capacity to comply. On March 10, 2016, EDUCAUSE joined other leading higher education associations in sending a letter to the IRS reinforcing NACUBO’s request for a one-year delay in the implementation of the new IRS Form 1098-T (Tuition Statement) requirement.<br/>
