Developing Guidelines for IRM: A Grassroots Process in a Decentralized Environment

Abstract

In response to internal and external pressures, the offices ofInformation Resource Management and Institutional Research at Virginia Tech developed a set of guidelines for information management that have been adopted as University policy. This article describes the historical evolution leading up to the present situation, the forces that motivated the development of the guidelines, and the consensus-building activitiesthat led to the acceptance of the guidelines as University policy.
