Abstract
Flat or shrinking economic resources are forcing careful decisions about technology investments in higher education. Administrators in higher education want data to support continued technology expenditures, especially expensive networks and advanced technology classrooms. The dearth of evaluation research studies focusing on the effectiveness and cost of information technology in higher education has hampered the ability of chief information officers to sell technological innovations to administrators. Program Evaluation is a methodology which has been applied in many areas to measure the success of non-experimental intervention. This presentation briefly overviews the literature of evaluation research, presents some central ideas, and illustrates with case studies.
