Strategies for Recovering the Costs of the Campus Data Network

Abstract
Some institutions of higher education are attempting to manage and finance the growth of their data networks by charging end users and/or departments directly for services. This stands in contrast to the standard model of obtaining funding directly from a central source. Moving from central funding to other modes for such a strategic service presents a difficult challenge. Various schemes for recovering the costs of the campus data network are presented and reviewed. The schemes derive from a survey sent via electronic mail to 100 CAUSE member institutions regarding cost recovery methods. The institutions were selected if they indicated in the CAUSE member database that they cost-recovered data networking operations. The results of the survey are covered in detail.
