Abstract

The gap between the United States and other advanced, democratic, market-driven economies in terms of access to higher education, diversity in institutions and students, and sharing of the costs of attendance has narrowed in recent years. Alan Wagner discusses the relevance of this convergence on policy thinking in the United States and reviews the evolution of policies that are broadly applicable to tertiary education in advanced countries with market driven economies.
