Abstract
Data circuits and services from traditional telecommunications providers have been the mainstay for most state networks and are generally the largest outflow of funds. Budget pressures, increasing bandwidth demands, and termination penalties should encourage most state networks to look at alternative providers, alternate technologies, and more flexible solutions. This presentation and the following discussion will explore some of the promising alternative providers, services, and business models—and get you thinking about alternatives in your state.
