How to Build a Multimillion Dollar Network with No Money Down

Abstract

In 1997-1998, the University of Toledo will be connecting every building and every room on campus to a new high-speed fiber optic ring. The project called for creative financing, a high degree of persuasion, and a broadened picture of the benefits to be gained by faculty, staff, and students. The network will greatly enhance technology-mediated classroom presentations; it will facilitate distributed computing and distance learning efforts; it will even encourage faculty to "dream big" with the approval of a $100,000 presidential grant fund for innovative uses of technology in the classroom. This paper describes the project, which will not only enhance students' academic experience, but will also benefit residence life and administrative functions.
