Abstract
The United States Patent and Trademark Office received written comments from intellectual property organizations, law firms, businesses, and patent practitioners in response to the United States Patent and Trademark Office's 21st Century Strategic Plan proposing changes to the rules of practice to improve the patent application and examination process. The comments and the Office's responses to those comments are included in the discussion of the specific rule to which the comment relates.
