Abstract
At Utah State University, the Learning Resources program and Continuing Education have partnered with the state of Utah to implement a state of the art digital satellite system. This is one phase of the Western Governor's University project. This paper discusses the history, presents the problems, and proposes some solutions for the virtual university. Background information and project tasks and requirements for the Digital Satellite Network is also provided.
