Overcoming Electronic Course Delivery's Greatest Obstacle: Specific Policy Recommendations for Institutions of Higher Learning

Abstract

This paper demonstrates that the largest obstacle between higher education and widespread deployment of Internet-based course delivery is lack of coherent, integrated, adequate policy. It presents an abridgement of policies governing electronic delivery of courses from some of the world's leading providers of distance education via Internet, and original policy recommendations in the form of Marshall University's specific solution to the electronic course policy dilemma.
